There are many legitimate reasons why an MP may owe money to IPSA, including duplicate funding requests or refunds.

Regulatory standards and guidance

Monies might be owed to IPSA for several reasons including but not limited to:

  • They have been paid an amount (or have had amount paid by IPSA on their behalf) that IPSA subsequently determines should not have been paid (for example, rent overpayments or duplicate funding requests).

  • They have a deposit loan for a property they have not moved out of.

  • They have overspent their budget in a particular category of spending.

  • They have agreed to repay an amount following an investigation by the Compliance Officer.

  • They have been directed by the Compliance Officer to repay an amount.

There are two ways you can find out if your office owes money using IPSA Online.

As an MP or an expenses proxy, use the ‘MPD Repayments Due report’, which includes a description of what needs to be repaid.

IPSA will also ask for repayment via a ‘choose repayment method or reject’ task in your task manager. These are also known as credit notes.

When you open a ‘Choose Repayment Method or Reject’ task in your task manager on IPSA Online, you can see the details of the repayment being requested by IPSA.

The description is available on the bottom right side of the form, and you will need to scroll to see it. You need to action the request by selecting one of the available options.

You can repay via direct repayment and by using a payment offset, offsetting the repayment against future funding requests.

If MPs do not make the repayments within 30 days of being notified, IPSA may arrange for the amount to be deducted from the MP salary without their agreement.

If your monies owed remains unactioned in IPSA online, there can be several consequences including:

  • Suspension of your payment card

  • Offsetting of funding requests

  • Salary deductions

  • Removal of payment card

You can use the repayment form to pay any money you owe back to IPSA.

You can repay IPSA via BACS transfer. IPSA’s bank details are found at the bottom of the repayment form.

Once the repayment has been made, please complete the repayment form and send it to info@theipsa.org.uk.

Please remember you always need to action any credit notes even if you are unsure about whether the monies are owed.

A duplicate funding request is one that has been submitted and paid more than once, often as a payment card line alongside a reimbursement funding request.

You can avoid duplicates by using your IPSA Online dashboard and business costs breakdown report.

You can find funding requests you have already submitted and that have been approved and paid. You can also avoid surprises later in the year by keeping track of costs being allocated to your budgets.

All duplicate funding requests are published in line with our publication policy.

It is important to avoid duplicate funding requests to avoid the need to repay money to IPSA, maintain compliance with the Scheme, remain within budget and reduce workload.

IPSA pays salaries to MPs and their staff and provides MPs with budgets and payment cards to support their parliamentary functions.

Using IPSA Online

In circumstances where we have requested a repayment, you will receive a task in your task manager titled ‘Choose payment method or reject’.

Note: If you mark a payment card line as ‘not claimed to be repaid’ you would not receive this task as you have requested to make a repayment.

If you have a request for repayment you must action the task to let us know your intentions. The guidance below demonstrates how to do this.

    Select the icon to open the Task Management Quick View.

  3. Step2

    Decide if you want to view in the Quick view or Full view.

  4. Step3

    In your task list, a credit note task will appear as Choose Payment Method (or reject).

  5. Step4

    From your task list, select the credit note task. It will display the amount owed and a description.

  6. Step5

    Select the appropriate option from the bottom of the task:

    • Direct payment – select this if you have or are about to repay the money via BACS transfer

    • Payment offset – select this if you want the money owed to be deducted from future claims you make

    • Salary deduction – Input no months – select this if you want the money owed deducted from your salary

    The box in the screenshot below will appear. Please enter in the free text field how many months you would like the money to be recovered from your salary.

    Then select Salary Deduction - Input no months in the pop-up to submit the form.

  7. Step6

    You can select Reject if you want to dispute the money owed. Please provide a comment to explain.
