Learn the rules of funding IPSA can provide with funding requests submitted on IPSA online.

Regulatory standards and guidance

For certain expenditure, MPs may request IPSA to make payments directly to a supplier without the need to submit a funding request or provide evidence for individual payments.

This includes:

  • Rail and air travel (using the House of Commons travel provider)

  • Office suppliers (using IPSA accounts through Commercial, Banner and XMA)

  • Rent of accommodation and office premises for payments direct to landlords – find out more

  • Pooled research services

IPSA sets up accounts for you with several direct suppliers using the MPs’ parliamentary email account.

You can order from the suppliers and we will pay directly.

These costs will be published in line with IPSA’s publication policy and are deducted from your annual budget.

You can access the accounts using the links above and reset the passwords online. You can also purchase goods and services from other suppliers using either the payment card or by submitted a reimbursement funding request on IPSA Online.

MPs can purchase stationery (from public funds) via two mechanisms:

  • IPSA office costs budget – all general stationery items that allow MPs to fulfil their parliamentary and constituency duties.

  • House stationery budget – there is a separate, bespoke catalogue that allows MPs to purchase items specific to Parliament. These include envelopes and paper embossed with the portcullis emblem and business cards with MPs’ details. Costs are limited to an annual budget of £11,000 and must conform to House rules. The cost of overprinting an MP’s name and details onto House-funded stationery is not covered and would need to be paid for through the IPSA office costs budget.

The Parliamentary Travel Office – serviced by Reed & Mackay (R&M) – has launched an online booking tool and a mobile app that allow MPs and their staff to book and manage IPSA-funded hotel and rail travel.

Bookings can be made on the go with mobile e-ticketing with seat reservations via the R&M/Mobile app or online booking system.

R&M bills IPSA directly for hotel and travel bookings when you book using the app or online, so there is no need to request funding on IPSA Online and you no longer need to worry about lost tickets or keeping evidence of purchase when using this service.

A £6 fee applies to hotel bookings and will be billed directly to IPSA by R&M. If you would like to book without the fee, you will need to use and reconcile your payment card or request reimbursement.

IPSA imports the costs into IPSA Online so they can be allocated to your travel or accommodation budget. Learn more about the system including how to activate your account, download the app and undertake training.

The Funding scheme for MPs provides funding for MPs to use pooled research services.

A pooled service provides research, briefing and drafting services to a group of MPs.

Unlike other bought-in services, IPSA allows for direct payments to be made to pooled services where an agreement is in place. This means pooled services can be paid by IPSA directly or through funding requests.

We have outlined how to ensure research, briefing and drafting services meet the Scheme’s requirements for funding and avoid content that is party political in nature or otherwise contrary to the regulatory standards and guidance.

All pooled services registered for direct payments need to sign this written agreement between IPSA and pooled staffing services.

This template spreadsheet can be used by pooled service staff to report financial information to IPSA.
